Avalanche relayer update removes superseded validator components

Avalanche's interchain messaging services published icm-relayer 1.8.2, incorporating a cleanup of older validator-set update components. The release removes the diff updater and subset updater, which the maintainers describe as superseded by the Merkle validator-set registry.

The merged change deletes the associated updater code and generated contract bindings. Its scope is the relayer software used in the messaging infrastructure, rather than a newly announced change to the rules of every Avalanche chain.
