Senate procedural vote stalls crypto market bill

The US Senate failed to invoke cloture on the motion to proceed to H.R. 3633, the CLARITY Act, with 49 senators voting in favour and 50 against. The procedural result prevented the digital-asset market structure bill from advancing at that stage.

The vote was not a final decision on passage of the legislation. Senator Thom Tillis subsequently filed a motion to reconsider, leaving a procedural route for the chamber to revisit the question. The bill's proposed framework therefore remained unsettled rather than becoming law through the day's proceedings.

Lawmakers continued to disagree over the legislation, including consumer protections and conflicts of interest. For crypto businesses, the immediate result was continued uncertainty about the congressional framework, even as regulators pursued their own work on digital assets and tokenised markets.
