Circle puts treasury controls at the center of stablecoin adoption

Circle's October 19 treasury primer describes stablecoins as a settlement rail that can work alongside existing bank accounts and payment systems. It focuses on cross-border transfers, liquidity movement and operations outside normal banking hours.

The guide also carries familiar treasury requirements into the onchain workflow: counterparty checks, approval rules, reconciliation and risk controls. Moving a token quickly does not make the corresponding business records reconcile themselves.

This is educational material from an issuer, rather than independent evidence of savings. A corporate deployment still has to account for conversion costs, redemption rights, banking access and the specific network carrying the transfer.
